Adding voice synthesizer

Add the possibility to use phrase playback by Windows voice synthesizer. This for the creation of sounds as for example it is possible in the Tournament Supervisor program

Honestly until you suggested this I didn't even know it was possible, but it definitely is.  I will put this on my to-do list.
